The Fullerton city manager says he wants an independent consultant to conduct an internal investigation into police department procedures following the death of a homeless man who died after a confrontation with police.

City Manager Joe Felz said Monday he will ask the City Council to approve hiring Michael Gennaco to head the probe. Gennaco is a specialist in examining law enforcement agencies and chief attorney for the Los Angeles County Office of Independent Review, a civilian oversight committee that monitors the Los Angeles County Sheriff's Department.

The Orange County Register (http://bit.ly/p6OvIS ) says Gennaco will examine the Fullerton Police Department's training, use of force policies and methods on dealing with homeless and mentally ill individuals.

Felz plans to organize a special City Council meeting to expedite the hiring of Gennaco.
