A federal jury has sided with a Philadelphia police officer who arrested a college student as he photographed a police encounter with a homeless woman.

Officer George Gaspar Jr. had been sued by Coulter Loeb, a 24-year-old photojournalism student from Cincinnati who was visiting Philadelphia in July 2011 when he was arrested. Loeb was handcuffed during the confrontation in Rittenhouse Square and charged with disorderly conduct.

The Philadelphia Daily News (http://bit.ly/1917X12 ) reports Saturday that jurors decided that there was probable cause for Loeb's arrest.

The American Civil Liberties Union, which represented Loeb, argued that Philadelphia police routinely harass people trying to photograph them.

City officials said Loeb was interfering with Gaspar's work as he tried to remove an overnight camper from the upscale neighborhood park. Loeb's citation was later dismissed.
