Cleveland and the U.S. Department of Justice are seeking an independent monitor to oversee an agreement for reforms of the city's police department.

The city and the Justice Department are negotiating the terms of a consent decree after a DOJ report issued in December said an investigation had found a pattern and practice of Cleveland police officers using excessive force and violating rights.

The Northeast Ohio Media Group reports (http://bit.ly/1Ffsv0B ) that the two parties have requested resumes and letters of intent from individuals, firms or organizations interested in serving as monitor or on the monitor's team.

The request says the monitor will assess and report to the parties and the U.S. District Court in Cleveland on whether the terms of the consent decree are being fully implemented.
