PASADENA, Calif. – An independent consultant's report faults the tactical decisions of a pair of Southern California police officers in the shooting death of an unarmed man two years ago.
The Los Angeles Times reports (http://lat.ms/1GoWmoV) a judge ordered the report sealed, but portions of it were made public at a Pasadena City Council meeting this week.
It calls some of the Pasadena officers' moves leading to the death of 19-year-old Kendrec McDade "troubling" and "potentially disastrous."
Authorities say McDade was the lookout when a 17-year-old companion stole a backpack from a car.
Officers say they feared for their safety and McDade was clutching his waistband when he was shot eight times. But neither McDade nor his companion was found to be armed.
The Times and other media organizations objected to the report's sealing.
