DOVER, Del. -- For the second time in three days, the media has been granted permission to cover the return of a combat casualty from overseas to Dover Air Force Base.

The body of Army Specialist Israel Candelaria Mejias was expected to arrive in Delaware around 8 p.m. Tuesday. The 28-year-old Mejias, of San Lorenzo, Puerto Rico, was killed by an improvised explosive device on Sunday while serving in Iraq.

He was assigned to a team based in Grafenwoehr, Germany.

The Pentagon's 18-year ban on media covering the return of fallen U.S. service members to the mortuary in Dover ended late Sunday with the dignified transfer of Air Force Staff Sgt. Phillip Myers of Hopewell, Va., who was killed by an IED in Afghanistan.
