Philadelphia police are looking for the father of a severely disabled 3-year-old who died Monday weighing just 11 pounds.

A homicide captain says 30-year-old Carlos Rivera fled after leaving four other children with a relative Monday afternoon.

Capt. James Clark says Rivera found his daughter, Nathalyz (NAT'-uh-leez), unresponsive around midnight in the family's bug-infested home, but called her mother rather than 911. The girl was pronounced dead at a hospital.

Clark says the primary cause of death is believed to be starvation. He expects the mother to be charged in the death after police finish interviewing her Monday.

Philadelphia police have handled several starvation deaths involving children, including the 2006 death of a disabled teenager targeted for high-level city services.
