Congress stayed in session until the last minute to pass outstanding legislation before Democrats lose seats this January.

The Senate plans to hold a key test vote on the New START nuclear arms reduction treaty. The vote to limit debate on the treaty with Russia will require 60 affirmative votes. It will take seven more yes votes to ratify the treaty.

Senate Majority Leader Harry Reid, D-Nev., also plans to hold a morning vote on yet another temporary government funding bill, known as a continuing resolution. This one would fund the government through March 4, 2011. We expect quick action on the measure in the House as well, since the current funding bill expires at midnight tonight.

The House votes on a food safety bill whose obituary had been written several times this year. The proposal, which gives the Food and Drug Administration broad authority to regulate the nation's food supply and initiate product recalls, passed the Senate Sunday.

Democratic leaders in the House and Senate participate in an enrollment ceremony for legislation repealing the military's "Don't Ask, Don't Tell" policy prohibiting openly gay servicemembers at 12:00p.m. ET. President Obama is expected to sign the bill into law Wednesday.

Senate Democrats and Republicans hold what should be their final policy luncheons of 2010. Majority Leader Reid and Minority Leader Mitch McConnell, R-Ky., will address the press after the closed meetings at approximately 2:00p.m. ET.

Supporters of the James Zadroga 9/11 Health and Compensation Act, which provides funds for medical care to first responders sickened by toxins at Ground Zero in the aftermath of the 9/11 attacks, gather at the Capitol at 12:00p.m. ET. The bill has failed in the past, but the measure's sponsors, Sens. Kirsten Gillibrand, D-N.Y., and Charles Schumer, D-N.Y., are confident that a maneuver to reduce the measure's price tag will ensure passage this time around.
