Congolese president names new government, includes opposition members

Congolese President Joseph Kabila has named a new government, including members of the opposition, fulfilling a promise made a year ago during talks on how to end years of violence in the country's east.

The new ministers include some who oppose the idea of changing the country's constitution to allow Kabila to run for another term when his current one ends in 2016. It could be a sign that Kabila, who has left his own plans unclear, is also backing away from that idea. But it might also be a way to co-opt and dampen opposition.

The government named late Sunday replaces a technocratic one. Kabila promised to name a national unity government to address rebellions in the country's east, where armed groups are fighting for control of mineral resources.
