A California district attorney has released a report that highlights myriad failures in the criminal justice system that allowed Jaycee Dugard's convicted kidnapper and rapist Phillip Garrido to roam free despite warnings.

El Dorado District Attorney Vern Pierson released the report Tuesday, saying "law enforcement failed to see Phillip Garrido for what and who he truly is ... evil."

The report lays a share of the blame on psychiatrists in the criminal justice system. Pierson argues they are too easily manipulated by convicts.

Garrido was sentenced to 431 years to life in prison after pleading guilty to kidnapping and rape.

His wife, Nancy Garrido, was sentenced to 36 years to life after pleading guilty to similar charges.

The report was released with video shot by Nancy Garrido in 1993 showing her luring a girl into the couple's van.
