Noem confirmation hearing focused on U.S. border protections, homegrown terrorism

The confirmation hearing for Trump's Department of Homeland Security secretary nominee, Kristi Noem, wrapped up in less than three hours Friday, with Noem pledging to ensure Americans are "safe and secure" in their homes as she builds on her experience as South Dakota governor.

Unlike some other Cabinet nominees, Noem saw no protester interruptions.

The hearing focused largely on her commitment to enhancing U.S. border protections, U.S. disaster relief, and the role DHS plays in protecting critical infrastructure from cyberattacks.

It also played up her rural roots and experience as governor of South Dakota.

"Securing our homeland is a serious, sacred trust that must be relentlessly pursued and can never be taken for granted," Noem told members of the Senate Homeland Security and Governmental Affairs Committee. "Being safe within our borders is an American right, yet Americans feel less safe than they have in decades."

"For the first time in 30 years, more than 40% of Americans are afraid to walk alone at night within a mile of their home," Noem said in her opening remarks.

Noem is expected to face a fairly easy path to confirmation in the Republican-majority Senate.

Noem 'surprised' TSA wasn't brought up more in confirmation hearing

DHS nominee Kristi Noem says she is surprised that the Transportation Security Administration was not brought up more often in her confirmation hearing.

Noem was quizzed by Sen. James Lankford, R-Okla., in front of the Senate Homeland Security Committee.

He asked her if she would help "identify what are the challenges that we still face with the screening process and to be able to correct those for the security of all Americans?"

"I was surprised TSA didn't come up more today, but that is an area of need of reform as well. And I look forward to working with you there," she said.

Sen. Bernie Moreno says Noem would be 'greatest upgrade in history' over Mayorkas

Freshman Sen. Bernie Moreno, R-Ohio, said Gov. Kristi Noem would be the "greatest upgrade in history" over President Joe Biden's current Homeland Security Sec. Alejandro Mayorkas.

"Who should have operational control of our border, the United States government or the Mexican drug cartels?" said Moreno.

"When Mayorkas was confirmed, every single Democrat voted to confirm him, and six Republicans joined," the senator went on.

"If we get to the vote, hopefully, chairman, we could do that Monday because we cannot wait one single day without you being in charge of hat department. We should have 100%, 100 senators vote for your confirmation. This will be the litmus test in my mind as to whether we have a Democrat party that's actually serious about doing bipartisan things like securing this country," he went on.

When Moreno walked out of the hearing room, he told reporters: "If the Democrats don’t all vote for her, it’s a disgrace to the party."

JD Vance calls CBP One app Biden's 'most underreported scandal'

"The fact that this application exists is the most underreported scandal of the Biden admin," Vice President-elect J.D. Vance wrote on X of the CBP One app, in response to Gov. Kristi Noem testifying at her confirmation hearing that she will do away with the immigration application as Homeland Security secretary.

"They made an application to facilitate illegal immigration. It boggles the mind."

The Trump-era app was used to help transport goods through ports, but was expanded by the Biden administration to allow migrants to use it to apply for parole. Nearly a million people have come to the U.S. through the app with two-year work permits. The app allows migrants to schedule appointments online at ports of entry. Republicans argue the app is prone to abuse and doesn't enforce proper vetting.

Noem had said she would shut down the app "on day one."

Noem wants employees back in office, warns of cybersecurity risks

DHS nominee Kristi Noem was asked about getting employees back into the office from remote work and the relation to protecting DHS systems from cybersecurity.

Noem said there was a "need to get people back in their offices and accountable to the work that they do" and noted that some FEMA employees were "not showing up" during disasters, and then moved onto cybersecurity.

"You talked about cybersecurity and the need to ensure that our systems are safe and secure. One of the things that disturbs me the most is that we don't necessarily even know how some of these espionage attacks that have infiltrated our systems have happened," she said.

"We don't have the knowledge and that our departments and intelligence agencies and cybersecurity agencies have become siloed in our working together to stay in front of these bad actors. But many times, our most vulnerable area happens at the state and local level, some of these smaller entities that feeds us information into our systems is where they choose to infiltrate and get our data," she said.

Blumenthal urges Noem not to take her 'eye off the ball' with domestic terrorism

Sen. Richard Blumenthal, D-Conn., urged Gov. Kristi Noem not to take her "eye off the ball" by focusing too heavily on migrant crime instead of homegrown terrorism.

He noted the New Orleans attack that killed 14, where the attacker was a U.S. citizen who had been radicalized by ISIS.

"I know there's a lot of focus on the border. We all want more border security. We want to stop migrant crime, but let's not take our eye off the ball," said Blumenthal. "The governor of Louisiana for the Super Bowl ought to be really riveted on the potential for a homegrown terrorism as a threat."

"Senator, certainly we should be focused on all threats to this nation's security. That's the mission of the Department of Homeland Security. And homegrown terrorism is growing. We have more and more incidences. The tragedy we saw and the terrorist attacks," said Noem.

She said that U.S. intelligence agencies were too "siloed" and needed to coordinate more to thwart potential terrorist attack.s

"We also need to have to have interaction with the FBI, CIA, to make sure they're working together to stop these types of threats and identify when they're growing among our citizens."

Noem pledges DHS will not have a 'disinformation board' under her leadership

Kristi Noem pledged at her Friday confirmation hearing not to rebuild the Department of Homeland Security's Disinformation Governance Board, instituted under the Biden administration.

“There will not be a board such as that under my leadership," Noem reassured Sen. Josh Hawley, R-Mo., during the hearing.

The board, which had worked with Big Tech companies to combat "disinformation" online, was short-lived: the department dissolved the controversial board in August 2022 only months after installing it.

The DHS had claimed it was surveilling social media for posts by human smugglers encouraging migrants to travel to the U.S. border and Russian election interference. But leaked documents showed DHS was still focused on misinformation online after the board was disbanded on a range of topics: COVID-19, vaccines, racial issues, the withdrawal of U.S. troops from Afghanistan and Ukraine aid.

Noem says border 'is not secure,' promises to shut down CBP One on day one

Kristi Noem, the nominee to lead the Department of Homeland Security, says the border is not secure, while promising to end parole programs and the use of the CBP One app.

Noem was asked by Sen. Josh Hawley, R-Mo., if the southern border is secure.

"Senator, no, the southern border is not secure today. But in just three days, we will have a new president in this country, President Donald J. Trump. And he will secure our border," she said.

She was then asked about the use of the CBP One app which allows migrants to be paroled into the U.S. She said she would shut it down on day one, as well as related programs like the parole processes for Cubans, Haitians, Nicaraguans and Venezuelans (CHNV).

"Yes, Senator, if confirmed and and I have the opportunity to be secretary, on day one CBP One will be shut down. There's data and information in there that we will preserve so that we can ensure we know who's coming into this country and who's already here, that we need to go find."

She then pointed to CHNV, "where our federal government actually paid to fly people into this country directly from other countries without any vetting or or knowing who they are. So there's several of these programs that need to be eliminated, and we need to ensure that we're following legal immigration laws," she said.

Noem says Trump 'reassured' public on mysterious drones

Kristi Noem, President-elect Trump's pick to lead the Department of Homeland Security, says that Trump "reassured" the public on the mysterious drones seen flying over New Jersey.

Noem was talking about staffing issues within the Secret Service, and then changed the topic to the drones that were seen over New Jersey late last year.

"The leadership hasn't been honest about talking about it. We saw this with the drones over new Jersey as well. The federal government not answering the questions from the public," Noem told lawmakers.

"And when they finally got a straight answer out of President Trump, they felt reassured that somebody recognized that this this was something they were questioning and that they deserved answers. My goal and my mission is to build trust," she said.

Noem urges a quick confirmation to address Super Bowl threats

Kristi Noem warned in her confirmation hearing that "homegrown terrorism is on the rise" citing the New Orleans attack that killed 14 people on New Years' Day. She urged senators to confirm her as Homeland Security secretary quickly so she could get to work to make sure the agency was addressing threats to the Super Bowl on Feb. 9 in New Orleans.

"We see more and more incidents of people that are U.S. citizens that have become radicalized. And knowing when people are leaving the country and coming back and changes to their behaviors and what their actions are is critically important," the South Dakota governor said.

"So the resources that the Department of Homeland Security has needs to be utilized as far as identifying those threats and being proactive to prevent them, but also protecting civil rights and liberties in that process."

She went on: "My hope is that Governor Landry and his, his staff and his people and the people that attend the Super Bowl know that the Department of Homeland Security is their partner is on watch to protect them and to keep that event safe. I hope all Americans know that leadership has consequences. I hope that we can get through, and get your support for this nomination and get confirmed quickly so that we can address the threats that we currently face and make sure we don't have any repeats of the day that we saw just starting this year on New Year's Day."

Thune: Noem to bring 'essential skills' to DHS if confirmed

Sen. John Thune, R-S.D., praised Trump's Department of Homeland Secretary nominee Kristi Noem Friday as someone uniquely well-positioned to head up the sprawling federal agency.

As governor of South Dakota, Thune said she is particularly well equipped to manage hard problems. "It's going to take some, some tough and hard leadership, to get things back in order," he said in remarks before the committee, citing fresh national security concerns and what he described as a lack of border protections under the outgoing administration.

She also led South Dakota during the COVID-19 pandemic, he said, noting:"Our state stayed open. Stayed free. And that was largely due to her leadership."

Noem "managed what were extraordinary circumstances all across this country in a way that made South Dakota, frankly, a magnet for people from other states who were trying to flee or get away from some of the heavy handed requirements that were imposed in other states around the country," he said.

Kristi Noem , President-elect Trump's pick to lead the Department of Homeland Security, told lawmakers that she wants to help make Americans "safe and secure" in their homes and communities.

"Securing our homeland is a serious, sacred trust that must be relentlessly pursued and can never be taken for granted. Being safe within our borders is an American right, yet Americans feel less safe than they have in decades. I have overseen a state budget of over $7 billion and a state employee workforce of more than 13,000, including more than 7,000 reporting to the Governor. I have addressed important issues like cybersecurity, human trafficking, drug interdiction, and natural disasters – the same challenges facing so many of you here and the people you represent back at home."

Trump DHS pick Noem likely to face scrutiny over deportation, border plans at confirmation hearing

South Dakota Gov. Kristi Noem heads to Capitol Hill on Friday for her confirmation hearing to lead the Department of Homeland Security -- a hearing where border security and plans to launch a massive deportation operation are likely to take center stage.

Noem, nominated by President-elect Trump to lead DHS, will appear before the Senate Homeland Security Committee at 9 a.m. ET. The governor has largely stayed out of the spotlight, with more controversial nominees drawing attention from politicians and the media.

But, if confirmed, she will play an important role in the next administration, leading the agency involved not only with border security but also cybersecurity, response to natural disasters and counterterrorism.

That broad role has been highlighted in recent days with wildfires engulfing Los Angeles, where the Federal Emergency Management Agency (FEMA) plays a key role in response. FEMA’s importance was also on display late last year during the hurricane season.

She will also be engaged in the battle for cybersecurity, including against threats from communist China. Dealing with natural disasters and cybersecurity are both areas where Noem has experience. As governor, she banned TikTok from state-owned devices in 2022, citing the company’s ties to China. Separately, Dakota State University has one of the top cyber units in the country, and cybersecurity is the fastest growing industry in South Dakota, an expansion encouraged by Noem.

Arizona rancher says Trump DHS pick Noem should immediately do 4 things

South Dakota Gov. Kristi Noem's nomination to head the Department of Homeland Security is being welcomed by law-and-order advocates and southern border stakeholders as she prepares to meet with the Senate on Friday for a confirmation hearing.

President-elect Trump announced her as his choice on Nov. 12, just days after beating Vice President Harris in the election, who was widely condemned as ineffective on border security under President Biden.

"She was the first Governor to send National Guard Soldiers to help Texas fight the Biden Border Crisis, and they were sent a total of eight times," the Trump transition team noted in a statement announcing her nomination. "She will work closely with ‘Border Czar’ Tom Homan to secure the Border, and will guarantee that our American Homeland is secure from our adversaries."

Trump made combating migrant crime central to his campaign, an important issue for voters that went largely ignored by Democrats, who dismissed congressional hearings involving testimony from victims' families as politically motivated.

The media warned for months that President-elect Donald Trump would have "no guardrails" in a second term and would probably hand out top positions to a bunch of right-wing crazies.

Instead, Trump has tapped a number of Hill veterans who are conventional conservatives, agree with him on key issues and could just as easily have been named by Mitt Romney.

I keep seeing television chyrons that, almost in accusatory fashion, say Trump is hiring "loyalists." Excuse me – do you think that Joe Biden, Barack Obama and Bill Clinton didn’t hire loyalists? Presidents want aides who generally agree with them and won’t turn into troublemakers. Biden hired such longtime advisers as Ron Klain, Mike Donilon and Steve Richetti.

Noem will work with Stephen Miller, whom the president-elect has picked as his incoming deputy chief of staff for policy. Miller was the architect of much of the first Trump administration's hard-line policy on immigration and border security.

She will also collaborate with Thomas Homan, who, as acting Immigration and Customs Enforcement director during the first administration, was often the face of Trump's controversial immigration policies. The president-elect has named Homan as his incoming "border czar."

'Secure our border': Massive police org calls for swift confirmation of Noem to DHS

The Fraternal Order of Police sent letters to both President-elect Donald Trump and Sen. Rand Paul, R-Ky., outlining their staunch support of South Dakota Gov. Kristi Noem as secretary of homeland security, in what insiders say is the first in what will be a long list of law enforcement endorsements, Fox News Digital first reported last month.

"Governor Noem has been a longtime ally of the FOP during both her tenure in the House of Representatives and as Governor of South Dakota. The South Dakota State Lodge of the Fraternal Order of Police endorsed Governor Noem for her re-election campaign in 2022, citing her belief in the rule of law and commitment to public safety," Fraternal Order of Police national president Patrick Yoes wrote in a November letter to Trump.

"Once confirmed, the FOP will work with Governor Noem to secure our border, stop the flow of fentanyl into the United States, as well as support all the critical missions of the DHS – which has more law enforcement officers than any other Federal Department – in defending our homeland and keeping the American public safe," Yoes continued.

'Knows how to get things done': Border Patrol union rallies around Noem as DHS chief

A labor union representing thousands of Border Patrol agents is all in on South Dakota Gov. Kristi Noem as secretary of the Department of Homeland Security, calling on senators to confirm her nomination "qui​​ckly," Fox News Digital first reported last month.

"On behalf of the men and women of the National Border Patrol Council (NBPC) who protect our nation's borders, we are excited to provide our support for President-elect Donald Trump’s nominee, Governor Kristi Noem, to be the next Secretary of the Department of Homeland Security," National Border Patrol Council President Paul Perez wrote in a letter to Sens. Gary Peters, D-Mich., and Rand. Paul, R-Ky., the chair and ranking member of the Senate Committee on Homeland Security & Governmental Affairs, respectively. 

Perez sent the letter, which was obtained by Fox News Digital, to the senators, joining a growing chorus of law enforcement groups throwing their support behind Noem. The DHS oversees U.S. Customs and Border Protection, Immigration and Customs Enforcement, the U.S. Secret Service and the Federal Emergency Management Agency.

The union, which represents about 18,000 Border Patrol agents, wrote in their letter to Paul and Peters that Noem has showcased her ability to "get things done" both at home in South Dakota, and on the national stage when she aided Texas’ "Operation Lone Star" to battle the immigration crisis.

FLASHBACK: Noem boasts outpouring of police, border union support for DHS chief

Law enforcement organizations and unions nationwide are throwing their support behind Republican South Dakota Gov. Kristi Noem as Department of Homeland Security chief, citing her as the "best leader to restore justice" and tackle immigration woes left over from the Biden administration. 

"We respectfully urge you and your colleagues in the Senate to confirm Governor Noem without delay. The border security crisis demands immediate attention, and the confirmation of Governor Noem is a critical step in addressing this urgent issue," International Union of Police Associations Local 6020, Broward Deputy Sheriffs Association, President Donald Prichard wrote in one of the endorsement letters to Sen. Rand Paul, R-Ky., in December. 

At least eight police groups or unions have issued letters to Paul, calling on the upcoming chairman of the committee on Homeland Security and Governmental Affairs to swiftly confirm Noem to combat the immigration crisis along the southern border, as well as stem the flow of deadly narcotics coming across the border and crack down on crime. Trump announced Noem as his pick for DHS chief shortly after his decisive win over Vice President Kamala Harris in November. 

The DHS oversees U.S. Customs and Border Protection, Immigration and Customs Enforcement, the U.S. Secret Service and the Federal Emergency Management Agency.

Senate must quickly confirm Noem as DHS chief in wake of terror attack, says Louisiana gov

Republican Louisiana Gov. Jeff Landry last week called on Senate lawmakers, most notably Democrats, to confirm President-elect Donald Trump's pick to lead the Department of Homeland Security, Kristi Noem, in the wake of a terrorist attack that shook New Orleans. 

"This is no time to play around. Which is why I am also calling on Senate Democrats on the Homeland Security & Governmental Affairs Committee to allow Kristi Noem to get to work on Day 1 as our Secretary of Homeland Security. There should be no gap in leadership. In the wake of the Bourbon Street and Las Vegas attacks, our nation’s security depends on her quick confirmation," Landry said in a statement. 

Early on New Year's Day, chaos broke out on Bourbon Street in New Orleans as revelers partied on the streets in celebration of the holiday. The suspect, later identified as Shamsud-Din Jabbar, is accused of ramming a truck into the crowd on the beloved and famed party street, killing at least 14 and injuring dozens of others. Jabbar, who was armed with a Glock and a .308 rifle, was killed after opening fire on police. 

Landry's office said the Republican governor was expected to meet with President Biden in order to press the commander in chief to issue a Presidential Disaster Declaration following the attack. 

"This terrorist attack has caused significant harm to our visitors and residents, disrupted essential services, and overwhelmed local and state resources during a time when the city is host to several large-scale events, including the Sugar Bowl and related activities, as well as the Super Bowl and Mardi Gras in coming weeks. The Super Bowl and Mardi Gras will bring in tourists from around the world and the U.S. Department of Homeland Security has designated Super Bowl LIX as a Special Event Planning Assessment ("SEAR") Level 1," Landry wrote in his letter to Biden on Jan. 2.

Powerful fire union that was neutral in 2024 backs Noem for DHS as California wildfires rage

As fires rage in California, the largest firefighter union in North America threw its support behind South Dakota Gov. Kristi Noem for secretary of the Department of Homeland Security after notably remaining politically neutral in the 2024 election cycle. 

"We support President Trump’s nomination of Governor Kristi Noem for Secretary of the Department of Homeland Security. As a Governor, nominee Noem understands emergency management and the importance of government response to emergencies both natural and man-made," International Association of Firefighters (IAFF) General President Edward Kelly wrote in a letter to Sens. Rand Paul, R-Ky., and Gary Peters, D-Mich., the respective chair and ranking member on the Senate Committee on Homeland Security.

"She has earned broad support from law enforcement unions, and we join many other organizations in calling for her speedy confirmation."

The IAFF's letter of endorsement for Noem comes as multiple fires rip through Los Angeles County, causing at least five deaths, widespread damage and the evacuation of more than 100,000 residents. Fox News Digital exclusively obtained the IAFF's endorsement on Thursday. 

"There is no greater government service than public safety. The members of IAFF are proud to serve our communities, and we look forward to working with Governor Noem and the Department of Homeland Security in the years ahead," the union chief said. 

The IAFF represents 353,000 members who protect more than 85% of the communities living in both the U.S. and Canada. The DHS oversees a number of national security and law enforcement agencies, including U.S. Customs and Border Protection, Immigration and Customs Enforcement, the U.S. Secret Service and the Federal Emergency Management Agency.

FLASHBACK: Trump selects South Dakota Gov Kristi Noem to run Department of Homeland Security

President-elect Donald Trump announced in November that he would appoint South Dakota Gov. Kristi Noem to serve as secretary of the Department of Homeland Security (DHS) in his upcoming administration.

Noem, who was once considered a potential running mate for Trump, has served as governor of the Mount Rushmore State since 2019. Before becoming governor, Noem was South Dakota's at-large congresswoman from 2011 to 2019.

The DHS oversees U.S. Customs and Border Protection, Immigration and Customs Enforcement, the U.S. Secret Service and the Federal Emergency Management Agency.

In a statement released at the time, the Trump transition team said the South Dakota governor has a "very strong" track record on border security.

"She was the first Governor to send National Guard Soldiers to help Texas fight the Biden Border Crisis, and they were sent a total of eight times," the statement read. "She will work closely with ‘Border Czar’ Tom Homan to secure the Border, and will guarantee that our American Homeland is secure from our adversaries."

Confirmation delays stack up for Trump nominees as paperwork lags in federal offices

A number of President-elect Donald Trump's choices for his second-term Cabinet have seen their scheduled confirmation hearings postponed, with Senate committees citing outstanding documents. 

Hearings for Doug Collins, tapped to serve as secretary of Veterans Affairs, and former North Dakota Gov. Doug Burgum, who was chosen for secretary of the Interior, were set for Tuesday as part of the Trump transition team and Senate Republicans' ambitious effort to confirm Trump's Cabinet. 

However, they were delayed at the last minute. This meant two of the three slated Tuesday hearings were pushed, leaving only one hearing for secretary of Defense pick Pete Hegseth that day. 

While more confirmation hearings took shape on Wednesday — including those for secretary of Energy pick Chris Wright, Attorney General nominee Pam Bondi, CIA director selection John Ratcliffe, Transportation Secretary nominee Sean Duffy and Secretary of State nominee Marco Rubio — another key hearing for Trump's Secretary of Homeland Security nominee Gov. Kristi Noem, R-S.D., was postponed. 

Despite the hearings being moved, Trump's transition says there will not be delays in confirming his team.
