Woman, 91, fined for trash at home where she no longer lives

WASHINGTON – A man is fighting back after his 91-year-old sister with dementia was fined for littering outside a rowhouse where she no longer lives.

Doris Simms was issued a $75 ticket in July after an inspector found five garbage bags in front of her home, according to a report in The Washington Post (http://wapo.st/2dckdAi ).

But Warren Simms says his sister is in a nursing home and could not have left the garbage. He plans to make his case at November administrative hearing.

The District's Department of Public Works issues citations regardless of age. This summer, a 2-year-old girl was ticketed over a wayward piece of mail bearing her name. Spokeswoman Zy Richardson says the agency was working with the Simms family to "minimize hardship."
