A high-risk sex offender is on the loose in North Dakota after police say he cut off his GPS monitoring device.

Thomas Jose Eppler, 24, is described as a "lifetime registrant" and has a criminal history in Minnesota and Iowa, StarTribune.com reported.

He has been considered a fugitive since Monday afternoon in the Fargo area, but police said they didn't know if he was still in the area or had fled the state.

In April 2007, Eppler, who also goes by the name Jose Munoz Gutierrez, was convicted in North Dakota of sexually assaulting a woman described by police as an acquaintance, the newspaper reported.

Eppler's criminal history includes underage drinking, burglary and fleeing a police officer in Minnesota, as well as assault in Iowa, StarTribune.com reported.
