Georgia police have accused two women of waterboarding an ill, 89-year-old woman.
In 2008, Jermeller Steed and Cicely Reed -- two caregivers at an elderly care facility in Jonesboro -- allegedly locked Anna Foley in a shower room and held her down while spraying water in her face, CBS Atlanta reports.
Foley, 89, who suffers from dementia, had gotten into an argument with Steed and Reed over ice cream before the incident, an arrest warrant read.
Steed and Reed no longer work at the facility. A co-worker tipped authorities about the incident, CBS Atlanta reports.
