The unemployment rate fell to 9 percent in January from 9.4 percent the previous month, as a surprisingly large number of people said they found jobs. Still, employers added only a net total of 36,000 new jobs, partly because harsh winter weather caused construction firms and other companies to temporarily lay off employees.
