Secretary of State Hillary Rodham Clinton says the United States is "in a standstill" at home and that political fighting is harming the country's economic image overseas.

Clinton also told business leaders in a New York speech on Friday that it is time to stand up to China, the world's second largest economy.

"They continue to try to game the system to their advantage and our disadvantage," she said. "It is fitting and timely for us to be standing up and saying, 'this is not acceptable.'"

Clinton is speaking to the Economic Club of New York.
