CINCINNATI – Ohio investigators found improper use of college interns by a private adoption agency that helped place children with an adoptive father accused of raping three boys.
Public records obtained by The Associated Press show that the Ohio Department of Job and Family Services reviewed agency operations in the aftermath of the February arrest of the 40-year-old Troy man. State findings listed 12 problems; most involved incomplete records. But they also found the agency violated a state regulation when interns conducted some home visits alone.
Dayton-based ACTION Inc. has submitted a corrective action plan to be monitored by the state. Ohio has continued its license.
The private agency's executive director says no wrongdoing was found in its handling of the Troy adoptions. It has been in operation more than a decade.
