Passing the Buck

Congressman Charlie Rangel is blaming Republicans for his failure to pay his rent.

The New York Post uncovered records showing the New York Democrat did not pay for his district office for any of 2013.

The Post reports that in March of last year, when he was already behind the state agreed to let him postpone paying six months' rent.

But fast forward more than a year, he has not repaid that loan and never paid for the other half of the year either.

A spokeswoman says it's not the congressman's fault -- quote -- "As everyone knows, the GOP sequester not only constrained our nation's economy, but also strained the budget of congressional offices."

Well, the sequester started two months after Rangel stopped paying rent.

This isn't Rangel's first rent problem.

Congress censured him in 2010 for numerous offenses including not paying taxes on a villa he rented out in the Dominican Republic.

Blame the Victim

A special needs high school student reportedly faced felony wiretapping charges for recording classmates as they were bullying him.

The 15-year-old's mother tells investigative journalist Ben Swann she took the iPad recording -- which captured other kids tormenting her son and threatening to hit him with a book -- to school officials.

They called police on the kid who was bullied.

Because under Pennsylvania law all parties have to consent to being recorded.

The boy was eventually found guilty of disorderly conduct. The other students heard on the tape were reportedly not disciplined.

And finally, an update to a story we brought you last night.

Julia Louis-Dreyfus has a new explanation to the mistake on her Rolling Stone cover.

The cover shows the actress with a tattoo of the U.S. Constitution signed by John Hancock.

But Hancock, of course, signed the Declaration of Independence not the Constitution.

Well, late yesterday, she came to the magazine's defense.

Quote -- "Throwback Thursday -- John Hancock is not part of tattoo. It is a birthmark. 1962 photo is proof."
