MITT ROMNEY, GOP PRESIDENTIAL NOMINEE: In the last four years you cut permits and licenses on federal land and federal waters in half.

PRESIDENT BARACK OBAMA: Not true, Governor Romney.

ROMNEY: So how much did you cut them by?

OBAMA: It's not true.

ROMNEY: By how much did you cut them by, then?

OBAMA: Governor, we've actually produced more oil on --

ROMNEY: No, no. How much have you cut on licenses and permits on federal land and federal waters.

OBAMA: Governor Romney, here is what we did. There are were a bunch of oil companies --

ROMNEY: I had a question, and the question was, how much did you cut them by?

OBAMA: Do you want me to answer?

ROMNEY: How much did you cut them by?

PRESIDENT OBAMA: I'm happy to answer the question.

SEAN HANNITY, HOST: Well, the truth is they did cut leases as our own Chris Wallace fact checked earlier tonight. Welcome back to the spin room. We're at Hofstra University where earlier tonight, President Obama clashed with Governor Mitt Romney in the second presidential debate.

Joining me now with their reaction, Fox News political analysts, Juan Williams and Kirsten Powers.

On the economy, snap poll. I used the praise the most-devastating indictment of the Obama economy that we've seen. CBS snap poll 65-34 Romney tonight.

JUAN WILLIAMS, FOX NEWS POLITICAL ANALYST: Well, you know it's interesting there is Obama has been doing pretty well on the economy general, but I think it's Romney strength. And tonight, if I was to give credit to Mitt Romney on one thing is that he drove home --

HANNITY: Just one thing?

WILLIAMS: I'm saying if this is the message and this is his message that the American people took away from this debate for Mitt Romney, would be," I know how to get jobs. I have experienced doing it. I have done it in the past. And I know how to do it." That is his best. Do I think that he carried the debate? No. I think Obama won the debate.

HANNITY: You thought Obama won the first debate.

WILLIAMS: I did. So I'm not really good, I can tell you this. But I learned from it, Sean. I learned that I should watch later.

HANNITY: You should listen to me. I was screaming in the same room as you and you said you didn't hear me.

WILLIAMS: You were screaming in my ear.

WILLIAMS: This time I paid attention to Twitter and talking to everybody on the floor.

HANNITY: David Axelrod?

WILLIAMS: I talked to Republicans more than Democrats and I can tell you Republicans right now are like, "You know what? This is fine. We knew Obama was going to come back."

HANNITY: Candy Crowley just admitted that Romney was right on Libya -- that is big -- and that she made a mistake. We have the --

KIRSTEN POWERS, FOX NEWS POLITICAL ANALYST: I don't know why she would say that.

HANNITY: He was talking about 9/11/2001. If you look at the context of it, and on September 20th, which is nine days later, Obama said we don't know what happened yet.

POWERS: No --

HANNITY: Fourteen days later he was asked by Joy Behar and his answer, was it terrorism? "We're still investigating."

POWERS: Sean, I am 100 percent with you on this issue, on the Libya issue. The White House has handled it terribly. In the -- in his remarks in the Rose Garden about Benghazi he did refer to acts of terror. This was not --

HANNITY: Not Benghazi-gate terrorism.

POWERS: No, it's true. That's true. I don't disagree with that. The point is that he wasn't making an announcement about pardoning the turkey for thanksgiving. He was making an announcement about Benghazi and then he talked about act of terror.

I think Romney got -- he missed an opportunity there. He got caught up in the back and forth that really wasn't that relevant.

HANNITY: Hang on a second. Our State Department was watching this in real time. There's a video of this. I just talked to somebody who gave me -- there is a video. He knew in real time it wasn't spontaneous. That it was a terrorist attack. There were two waves.

POWERS: Sure. Fox News has reported that --

HANNITY: Why is the president 14 days later denying it?

POWERS: The point is, Romney did not make that argument effectively tonight. That's what he should have done --

HANNITY: I thought it was his best moment.

WILLIAMS: Oh no, Sean. No.

POWERS: Romney's?

HANNITY: I thought he was as clear as a bell.

POWERS: No, absolutely not.

WILLIAMS: Your conservatives don't think that he was very effective.

HANNITY: I'm a conservative. I'm not a potted plant, Juan.

POWERS: Let us tell you what conservatives think.

WILLIAMS: I thought Obama managed to fend him off on this, and I expected Obama is going to be on the defensive.

HANNITY: Obama got caught lying!

WILLIAMS: I don't think he did. I happen to agree with Kirsten on it. I think next Monday, Monday night, again, it's fertile ground for Romney to plow. I think he's going to get the message that he did not handle this well, tonight.

HANNITY: What about the economy? One in six Americans in poverty, 17 million more Americans on food stamps, 25 million Americans unemployed and Obama had four years. He said cut deficit in half, said unemployment was 5.4 percent.

WILLIAMS: Let me ask you, how often have I heard this refrain from you? So tonight --

HANNITY: I'm glad to hear Romney repeat my refrain.

WILLIAMS: Yes, exactly. I would like to see you debate Obama.

Here is the thing. I was watching in terms of how American women watch it. Because when I look at the polls --

HANNITY: You have 20 seconds.

WILLIAMS: I think American women came away saying Obama did well.

POWERS: How hard is it to hit Obama on the economy? Of course he did a good job on it.

HANNITY: Obama was in a coma the last debate, I mean, he --

WILLIAMS: Right.

POWERS: Yes.

HANNITY: He talked. He said something. But we got to roll.
