German prosecutors say they won't pursue an investigation into a man filmed shouting insults at a German-Iranian man who killed nine people and then himself in Munich on July 22.

A video surfaced after the attack showing a man yelling at the 18-year-old gunman from his balcony. Munich prosecutors later received a criminal complaint against the man, alleging that he might have provoked the gunman into the shooting.

Under German law, prosecutors have to look into criminal complaints, which anyone can file. It isn't clear who filed this one, which alleged slander and involuntary manslaughter.

The dpa news agency says prosecutors said Friday they are dropping their investigation. It turned out the exchange happened after the gunman had shot his victims at a McDonald's restaurant and a shopping mall.
