A Libyan security official says a British man and a New Zealand woman were found shot to death near a western city.

The official said Thursday that bodies were found next to their luggage near an oil and gas complex outside the western city of Sabratha. He says their belongings were not stolen and the motive for their killing was unclear.

The official spoke on condition of anonymity because he was not authorized to speak to the press.

Foreigners have been attacked before in Libya, including an American teacher killed last month. Two years after the 2011 toppling of dictator Moammar Gadhafi, the central government is unable to control unruly militias, some of which are Islamic hard-liners.
