TALLINN, Estonia – The leaders of three Estonian political parties have signed a deal to form a center-right coalition government, with Prime Minister Taavi Roivas remaining in his post.
Roivas, of the pro-market Reform Party, was forced to seek a new coalition partner after his alliance with the Social Democrats lost its parliamentary majority in elections last month.
Reform and Social Democratic leaders signed a coalition agreement Wednesday with the conservative IRL party. The new government was expected to be formally approved later Wednesday by Parliament, where the three parties have 59 of the 101 seats.
The election was dominated by economic issues and security concerns over Russia's actions in Ukraine, with many fearing Moscow would try to increase its influence in the former Soviet republic, which has a large ethnic Russian minority.
