A year after a social worker was killed outside a state office building, the state employees' union says Vermont hasn't done enough to protect workers.

Police say Lara Sobel was shot on Aug. 7, 2015 by a woman upset over losing custody of her daughter. Jody Herring has pleaded not guilty to killing Sobel and three of her own relatives.

The Human Services secretary says the Legislature allocated a finite amount of funding for building improvements so a careful planning process was undertaken.

He says this fiscal year the state will begin adding safety glass reception windows, lock down buttons, security cameras and onsite security in some buildings.

The union's president says "taking a full year to address a serious safety crisis is not acceptable" and has called for the state to make other security changes immediately.
