The federal government is redesigning a program that helps U.S. troops transition to civilian life after they leave the military.

Unemployment among veterans of Iraq and Afghanistan still remains higher than that of the population in general — and higher than joblessness among veterans from previous wars.

Some of today's employers say they don't understand the military, or exactly what troops did in the war. So they don't know how military experience translates to civilian jobs — and some troops aren't good at explaining it to them.

Defense Secretary Leon Panetta says troops have some great skills but that the updated transition program is needed to help them get additional training and education on their way to success in the civilian workplace.
