Police in Maryland say an officer who punched a 19-year-old as he was being arrested outside a bar is being moved to administrative duties.

Baltimore County Chief Jim Johnson said in a statement Tuesday that the temporary transfer from patrol duties is best for everyone, including the officer, given the review of the incident Saturday and the controversy surrounding it.

Bystander video posted on YouTube shows three officers struggling with 19-year-old Zachary Blumenstein of Chevy Chase. One punches him. Police announced Sunday that the incident would be reviewed. Police said Blumenstein resisted after an officer saw him push a man into the road and told him he was under arrest.

Blumenstein was charged with resisting arrest, disorderly conduct and other offenses. Attorney Robert Hetherington declined to comment on the arrest.
