A deputy mayor of New York City has apologized for the poor response to the post-Christmas blizzard.

Stephen Goldsmith, deputy mayor of operations, testified to the City Council at a hearing Monday.

Mayor Michael Bloomberg's administration is being questioned in detail for the first time about its cleanup efforts.

City Council committee leaders are reminding members to keep emotions calm during the hearing.

The Dec. 26 blizzard dumped more than 2 feet of snow in parts of the city. Roads went unplowed for days, ambulances got stuck and trash piled up in the wake of the snow.
