The estates of two grandparents killed in a Christmas morning fire plan to sue the city of Stamford.

The administrator of the estates of Lomer and Pauline Johnson filed separate intent to sue notices on Monday.

The couple died when a fire ripped through their daughter's $1.7 million Victorian home on Christmas.

The Hour newspaper reports (http://bit.ly/NFwtpC) the estates plan to sue the city for property damage, personal injury and civil rights violations.

The fire also killed the couple's grandchildren, 9-year-old Lily Badger and 7-year-old twins Grace and Sarah Badger. The Johnson's daughter, Madonna Badger, and her friend escaped the fire.

Authorities say the blaze was started by embers in a bag of discarded fireplace ashes.

Stamford's legal affairs director has said the city isn't liable in this case.
