Brigadier General (U.S. Army, Retired) Buck Walters is the Regional Coordinator for South Iraq for the Office of Reconstruction and Humanitarian Assistance.
Prior to his appointment, Walters served as the Chief Operating Officer of a private insurance firm in San Antonio, Texas. Walters also served as president of Productive Change Associates, a private firm that provides consultation and training in Total Quality Management, business process reengineering, the incident command system, and consequence management.
General Walters has thirty two years of Army service. In June 1987 General Walters was selected for promotion to Brigadier General and in 1988 he became a member of the Royal College of Defence Studies in London. From December 1988 until May 1991 he commanded the U.S. Army Third Region, U.S. Army ROTC Cadet Command at Fort Riley, Kansas. In June 1991 he became the Chief of Staff, Fifth U.S. Army at Fort Sam Houston, Texas.
In 1985 Walters was assigned to the Office of the Chief of Staff, Army and assumed the duties as Special Assistant for Joint Matters in the Office of Chairman, Joint Chiefs of Staff in 1986. In 1983 Walters assumed command of the 2nd Brigade, 5th Infantry Division at Fort Polk. In July 1982 he was appointed as the 1st Infantry Division Chief of Staff. In 1978 Walters commanded a battalion at the Infantry School and served as executive officer of the 197th Infantry Brigade.
In 1966 General Walters served in Vietnam in Project Delta and in command of a Special Forces camp. Returning to Vietnam in 1969, General Walters served as a Battalion S3 and later as Deputy G1 in the 101st Airborne Division.
General Walters' awards include The Distinguished Service Medal, Silver Star, Defense Superior Service Medal, and Legion of Merit with three oak leaf clusters and Soldiers' Medal. He also earned the Combat Infantryman's Badge, Master Parachutist Badge, Ranger Tab and Special Forces Tab.
Walters was born in Charleston, South Carolina, on February 10, 1940. He was commissioned in the Regular Army upon graduation from Davidson College in 1962 with a Bachelor of Arts degree in political science. He holds a Masters degree in public administration from the American University. He attended infantry officer basic, airborne and ranger courses at Fort Benning, Georgia.
