RICHMOND, Va. – Republican Rep. Thelma Drake narrowly survived a strong challenge from Democrat Phil Kellam in Hampton Roads' 2nd District as Virginia's entire congressional delegation was re-elected Tuesday.
The GOP retained its 8-3 advantage in the state's U.S. House delegation.
