From a US administration official:
"The Uighurs will not be able to travel to the United States unless the U.S. Government consents in advance. Through the use of biometric identification in our consulates and ports of entry, advance passenger screening systems, and watch lists, we are confident that the United States has the measures in place to assure against such travel."

And, the Uighur transfer to Palau is not formally a done deal. Admin official tells Fox "not yet" when asked if deal is complete.

These restrictions will apply wherever the Uighurs go - Palau or anywhere else.
