Rangel to Make Last Minute Plea at Censure Debate

Rangel controls 30 minutes of the hour. Ethics Committee Chairman Zoe Lofgren (D-Calif.) and ranking Republican Jo Bonner (R-Ala.) control the other half.

Butterfield says he hopes they can "find a vehicle" to push a reprimand on the House floor for Rangel, rather than censure.
