Former South Carolina first lady Jenny Sanford says she thinks a fine of more than $1,000 is a bit much for letting her dog escape.

Sanford says there is no question that her 8-year-old black Labrador, Julius, broke free Feb. 22 while she was at a yoga class. She says her buried electronic fence designed to keep the dog from wandering was broken.

But Sanford says the $1,040 ticket from Sullivans Island is too high.

Police Chief Danny Howard says the fine is actually an appearance bond, allowing her to pay the full amount to avoid going to court. Howard says those who go to court might have the fine reduced, based on the circumstances.

Sanford has an April 3 court date.
