Abraham D. Sofaer served as legal adviser to the State Department from 1985 to 1990 and was responsible for U.S.-Iranian negotiations concerning claims at the U.S.-Iran Tribunal in The Hague, Netherlands. He is currently a senior fellow at the Hoover Institution.
