Cohen is a political scientist at the nonprofit, nonpartisan RAND Corporation and an adjunct professor of Security Studies at Georgetown University. In an impassioned speech Wednesday, Ukrainian President Volodymyr Zelenskyy asked Congress whether it was “too much to ask” for the United States to declare a no-fly zone over Ukraine. So far, though, the answer is yes.
