MONTEVIDEO, Uruguay – A spokesman for Uruguay's President Jose Mujica says he'll give a major speech defending the country's marijuana licensing plan at the United Nations General Assembly next month.
By then, the pot proposal is expected to be law in this land of 3.3 million, with bureaucrats preparing to issue the first licenses to grow, sell and smoke government-approved weed.
Mujica is an aging former leftist guerrilla and an unusual politician by any standard. He's also gained a reputation for homespun oratory. His speech urging simplicity in a world of conspicuous consumption has been viewed millions of times on YouTube.
