MANILA, Philippines – New President Rodrigo Duterte's two main political allies have been elected to head the two chambers of the Philippine Congress in overwhelming victories he would need to push proposed legislation, including restoring the death penalty and shifting the country to a federal state.

Sen. Aquilino Pimentel III, Duterte's partymate, was picked by 20 of 24 senators Monday to become the new Senate president while Rep. Pantaleon Alvarez was backed by 251 of nearly 300 legislators to win the leadership of the powerful House of Representatives.

The congressional victories of his allies came hours before Duterte was to deliver his first state of the nation address, barely a month since being sworn into office on June 30 after his overwhelming presidential victory in May.
