MITT ROMNEY, R - FORMER PRESIDENTIAL CANDIDATE: I went to a number of women's groups and said can you help us find folks? And they bought us whole binders full of women.

PRESIDENT BAOBAMA: We don't have to order up some binders to find qualified, talented, driven young women who can learn and excel in these fields right now.

VICE PRESIDENT JOE BIDEN: Binders full of qualified women, as if, my god, they exist!

OBAMA: I cannot think of a better person to continue Tim's work at treasury than Jack Lew. Chuck Hagel for secretary of defense and John Brennan for director of the Central Intelligence Agency. For America's next secretary of state, John Kerry.

REP. CHARLES RANGEL, D – N.Y.: I've spent so much time making fun of Republicans in terms of just the picture and the absence of women, and Jewish people in the Congress, and blacks and Hispanics, it's just been unreal. Now I'm going to have to learn with trying to explain why our picture at least as it relates to the president's cabinet looks the same.

BRET BAIER: Well, he went on to say, Charles Rangel did, "it is embarrassing as hell" about diversity and the new cabinet. What about this? We're back with the panel. Mara?

MARA LIASSON, NATIONAL PUBLIC RADIO: I think --

BAIER: A lot about nothing?

LIASSON: I think, look, I think embarrassing is the extent of it and it's not much more than that. You don't see some kind of uprising of women's groups all over the place. They know that he appointed two women to the Supreme Court.  And yes, it is embarrassing because they made a big deal out of diversity and they slammed Mitt Romney so mercilessly. That is why it's embarrassing. And they did have a woman as one of the big four -- State. Now she has been replaced by a man. They have a couple other slots to fill. And I am sure they will be filled by female people at labor and EPA and commerce when he gets around to it. And if at some point not right now, but if at some point Eric Holder leaves Justice I think you will be a woman there, too.

BAIER: Judge?

JUDGE ANDREW NAPOLITANO, FOX NEWS SENIOR JUDICIAL ANALYST: They made a big deal about it. You ran the clips. The Democrats made a big deal about it. They won votes promising to have a very, very diverse, very, very transparent cabinet. And they haven't complied with that promise. So, the reaction to that is political, less credibility, for the president and the people around him. The reality is he should be able to pick whoever he wants to run those departments. He's lawfully responsible for running them and he should do so blind, color blind, and gender blind.

BAIER: Charles?

CHARLES KRAUTHAMMER, SYNDICATED COLUMNIST: It looks as if the binder of women that Obama ordered up was extremely thin or perhaps it was empty when he got it. Look, there is only one point you should make on this which is the obvious hypocrisy of the Democrats who pretended they were the tribute of women against those nasty Republicans who are making a war on women and Romney who would have posted policeman in front of pharmacies that would have prevented any woman from getting a contraceptive. So, it's a matter of hypocrisy. On the principle, I think Republicans and conservatives should never counter by race or gender. It's against what our country is and the sooner it's abolished and the sooner people even notice this the healthier our country will be.

BAIER: Mara, last word, does he get everybody in?

LIASSON: That is a really good question. I think in the end he does.  I think Hagel is a big knock-down drag-out fight but in end he gets through, too. And he is the only one, I think, that even has a chance of being blocked.

BAIER: Judge do you agree?

NAPOLITANO: Agreed. I think it will be a knock-down, drag-out, I think he will get in, and I think he is in there because he is the guy to draw down the military from Afghanistan and Iraq for this president.

BAIER: I'm not going ask for one word.

KRAUTHAMMER: Three to two? Hyphenated?

(LAUGHTER)
