A Fairfax County man has been charged in a scheme that involved the theft of $40 million worth of fuel from a military base in Iraq.

Prosecutors accuse Michel Jamil of Annandale of using fraudulent ID cards to get access to the fuel at Camp Liberty in Baghdad in 2007 and 2008.

They say Jamil drove truckloads of fuel off the base and turned the trucks over to Iraqi drivers, who sold the fuel on the black market. According to charging documents, Jamil estimates he made 15 trips and was paid about $50,000.

If convicted, Jamil faces up to five years in prison.

According to court records, other suspects are scattered around the world. Lee W. Dubois of Lexington, S.C., a former Army contractor convicted in the scheme, is helping authorities track them down.
