The Algiers section of New Orleans reopens to residents after Hurricane Rita (search) forced them out again. They have water and power, but not much else to come home to. Is Louisiana ready for residents? Algiers City Councilwoman Jacquelyn Brechtel Clarkson weighs in.

Then, most of New Orleans was spared the full wrath of Hurricane Rita. But the storm surge did cause another flood in the city's Ninth Ward after a levee breached again. The Army Corps of Engineers is working overtime to plug the breaks. We'll get the latest from Col. Duane Gapinski, commander of the Army Corps of Engineers "Unwatering" Task Force.

And, Hurricane Rita put even more pressure on already strapped oil production. In the first day of trading since Rita hit, oil prices are up. How much of an impact will Rita have on the oil industry? We'll get insight from Bob Slaughter, president of National Petrochemical & Refiners Association.
