Mexican authorities continue to look for a small plane carrying the U.S. and Mexican heads of the International Water and Boundary Commission despite earlier reports that all four on board had been killed.

Chihuahua state Gov. Jose Reyez Baeza had said the Cessna 421 was found early Tuesday near the town of Ojinaga, across the border from Presidio, Texas, but he later retracted that statement.

The plane disappeared Monday during a flight over the Luis Leon Reservoir in northern Mexico. The officials made the flight to get an aerial view of floodwaters that are threatening levees on both sides of the border.
