The major recommendations discussed in the Sept. 11 Commission’s report include:

— The creation of a national intelligence director, who will be a member of the White House Cabinet and report to the president.

— Management of the top intelligence personnel by the national intelligence director, who should be responsible for recommending to the president any candidates for CIA director, Defense Intelligence Agency (DIA) director, and directors of other Pentagon-related departments.

— Focusing on a terrorist threat integration center (TEA-TIC) in order to break down barriers between intelligence agencies.

— The establishment of a stronger foreign-language program at the CIA.

— New emphasis on increasing diversity at the CIA so new operatives in foreign countries can better blend in to surroundings and possible terrorist cells.
