Vice President Joe Biden says comments by Congressman Joe Barton about the White House and BP were "incredibly insensitive."   The Texas Republican accused the White House of a "shakedown" in its negotiations with BP to secure the $20 billion dollar escrow fund set up for victims of the gulf oil tragedy.  The Vice President was a little reluctant to answer the question, but complied after prodding by the White House press corps.  Later in the afternoon, Congressman Barton retracted his comments.
