The Dodd-Frank financial regulatory overhaul bill has its day on the Senate Floor. Having filed for cloture earlier this week, Senate Majority Leader Harry Reid, D-Nev., will call for a cloture vote to end debate on the legislation. Reid appears to have the 60 votes necessary to invoke cloture, and the next step will be a vote on final passage, which only requires a simple majority. Reid and Sen. Christopher Dodd, D-Conn., plan to hold a press conference after the vote at approximately 12:15 p.m. ET.

BP started testing its new cap to stop the oil gushing from beneath the Gulf of Mexico Wednesday evening. On Thursday at 10:00 a.m. ET, a Senate Appropriations subcommittee holds a hearing on the use and impact of the dispersants the oil giant is using to help clean up the spill.

In another capital, the West Virginia legislature will meet in a special session to clarify the process to fill the seat left vacant by the passing of the late Sen. Robert Byrd, D-W.Va. Expectations are that the legislature will approve a plan for a special election in November. Democratic Gov. Joe Manchin may appoint an interim replacement as early as Friday until the people of his state choose a permanent replacement.
