The Dodd-Frank financial regulatory overhaul bill has its day on the Senate Floor. Having filed for cloture earlier this week, Senate Majority Leader Harry Reid, D-Nev., will call for a cloture vote to end debate on the legislation. Reid appears to have the 60 votes necessary to invoke cloture, and the next step will be a vote on final passage, which only requires a simple majority. Reid and Sen. Christopher Dodd, D-Conn., plan to hold a press conference after the vote at approximately 12:15 p.m. ET.
BP started testing its new cap to stop the oil gushing from beneath the Gulf of Mexico Wednesday evening. On Thursday at 10:00 a.m. ET, a Senate Appropriations subcommittee holds a hearing on the use and impact of the dispersants the oil giant is using to help clean up the spill.

Joe Manchin may appoint an interim replacement as early as Friday until the people of his state choose a permanent replacement.
