Solicitor General Elena Kagan faces her final hurdle to becoming an Associate Justice on the Supreme Court. The Senate is scheduled to begin debating whether Kagan should get a lifetime appointment to the Court. A vote could come as soon as Wednesday.

Senate leaders hold their final policy luncheon before heading home for the August recess. We expect them to talk about the Kagan nomination and the remaining items on the docket. Senate Minority Leader Mitch McConnell, R-Ky., will start the show at approximately 2:00 p.m. ET, with Senate Majority Leader Harry Reid, D-Nev., following shortly thereafter.

The Senate Banking Committee holds a hearing on the status of the United States economy at 10:00 a.m. ET. They'll hear from a panel of academics and financial forecasters.

Two deficit hawks, Republican Sens. Tom Coburn of Oklahoma and John McCain of Arizona, present a new report on the stimulus entitled Summertime Blues: 100 Stimulus Projects that Give Taxpayers the Blues during the Summer of Recovery. The report is part of the Republicans push to limit government spending in the face of what they say are debilitating long term debts.
