Paper or plastic? Should the decision to ban plastic bags be left up to local cities and towns or should there be a statewide policy on plastic bags? That's the decision facing Illinois Gov. Pat Quinn, who is trying to decide whether he should endorse a bill that would prevent local governments across his state from banning plastic shopping bags.
