ERIC BOLLING, CO-HOST: IRS scandal, Benghazi, Holder's press probe, all these scandals rocking Washington right now, but while all this is going on, Bob is sighing, have you noticed silence, from one person who is usually not shy about speaking his mind? Vice President Joe Biden.

Instead of trying to help his boss put out some of these fires in D.C., Joe B. has done a six-day swing to the Caribbean and Latin America.

Maybe this is the good reason good old Joe has been so quiet.

VICE PRESIDENT JOE BIDEN: I've never had a gaffe.

REPORTER: You've never had an issue with that. I know. So, you can't relate.

BIDEN: The man who will be the next president of the United States, Barack America.

His mom lived in Long Island for 10 years or so. God rest her soul. And although she's -- wait, your mom is still alive. Has your dad passed?

Spread your legs, you're going to be frisked.

To heed the timeless advice from Teddy Roosevelt, "Speak softly and carry a big stick," end of quote. I promise you, the president has a big stick.

(LAUGHTER)

BOLLING: Camera six, very quick, camera six, take six. Her favorite line.

DANA PERINO, CO-HOST: My favorite, "big stick."

(LAUGHTER)

PERINO: Please me.

BOLLING: Well, what about it? Any thoughts why he's so quiet?

GREG GUTFELD, CO-HOST: I love him.

OK, no, it's not just him. Joe Biden, Valerie Jarrett, General Petraeus, Susan Rice, is there a weird version of "Survivor" going on that we don't know about? At this rate, the White House should be printing up milk cartons.

(LAUGHTER)

GUTFELD: They're missing everybody.

PERINO: They should call Ben Bernanke. They can get right on that.

ANDREA TANTAROS, CO-HOST: I actually laughed when I saw the email this morning that said, where is Joe Biden, as part of this topic, because I thought, where is Joe Biden? Maybe it's how serious they are taking the scandals, that they don't want to put him out there. Although I will say, every time, they put him out and he has a gaffe, it's great for them.

GUTFELD: Yes.

PERINO: It could be the opposite.

TANTAROS: Everyone laughs and goes, oh, Joe. But I do think it's serious and that is why they are saying, thanks, Joe.

PERINO: It could be the opposite, that Joe Biden is showing excellent judgment. I'm going to be a part of this. I'm going to separate myself and I'm going to let these waters calm down and see my 2016 prospect.

BOLLING: Someone get Dana a drink of water, I think she's starting to lose it.

Bob, where's Joe?

PERINO: You know, they got crazy, right, Bob?

BOB BECKEL, CO-HOST: No, I don't. I think he is in the right place.

TANTAROS: Under his desk?

BECKEL: On a serious note, have you noticed how few Democrats have stepped forward in defense of the president on Capitol? And if Joe Biden is not there to defend you, then there is a political problem.

And for some of these people in the swing districts, they are very worried and for good reason. And it's the IRS scandal. The rest of this, they don't care about. But this they do.

BOLLING: I have a theory.

BECKEL: What?

BOLLNG: Joe Biden is very smart, not because he is helping the president out, Joe Biden is helping Joe Biden.

PERINO: That's what I said. He is helping himself. He's thinking about 2016.

(CROSSTALK)

BOLLING: You did say that?

PERINO: I did.

BOLLING: I should have been listening.

BECKEL: If he's I think he is very smart. I've known him for a long time.

But why do we keep running all these gaffes on him?

GUTFELD: Because they're great. He is -- you know what? Those gaffes could get him elected president because he's so likable in his silliness.

But I can ask -- where is General Petraeus? Don't you get a feeling that he got --

PERINO: He has a new big job on Wall Street.

GUTFELD: Well, he got a golden parachute. That's saying something.

PERINO: I think he earned his private sector position.

GUTFELD: Really?

PERINO: Yes.

GUTFELD: I think something else is going on there.

PERINO: He is working on Wall Street.

TANTAROS: What do you think?

GUTFELD: I don't think much.

BECKEL: There are lot of people who are taking the backdoor out.

I mean, this is a political problem. We are about 17 months away from an election that matters in the Senate, particularly, because it's going to be very close and in the House. And the goal was, the first meeting we had on this, my other job as a volunteer was, we thought we would pick up two seats in the Senate and probably pick up 10 seats in the House. That has reversed itself.

BOLLING: You're about to lose 10 in House --

BECKEL: It's a problem because you have to ask yourself this question, if you look at poll numbers and White House I hope has, you are getting yourself in deep, deep trouble on the IRS. Benghazi and the rest of it, it doesn't matter, but to this, it's a big deal.

BOLLING: Can we go? Because you have huge one more thing that going to be massive and awesome.

TANTAROS: Yes.

BOLLING: Do you mind if we save a little extra time for that?

TANTAROS: No, let's do it.

BOLLING: You guys cool?

GUTFELD: I wanted to read some of my poetry.

BOLLING: Well, we can do that, too.
