Aberdeen defender Shay Logan, who is black, complained to the referee during Saturday's Scottish Premiership game at Parkhead that Tonev made a racist remark toward him.
The SFA says on Friday that Tonev is accused of using "offensive, insulting and abusive language of a racist nature." He has until next Friday to respond to the charge.
