The 32-year-old right-hander was 5-3 with a 4.17 ERA in 53 games last year. He began the year in Toronto's starting rotation and was 2-2 with a 5.08 ERA in eight starts before being moved to the bullpen, where he pitched to a 3.35 ERA and held opponents to a .215 batting average in 45 appearances.
McGowan was selected by Toronto with the 33rd overall pick of the 2000 draft.
