Steve Hayes told viewers Monday on "Special Report with Bret Baier" that the controversy surrounding former Secretary of State Hillary Clinton's use of a private email address during her tenure is "just the beginning."
The latest question dogging the former secretary is whether she signed a standard exit form after leaving the government, indicating that she had returned all government property.
The State Department has yet to answer whether or not Clinton signed that form.

"She either signed it or she didn't: they either have it or they don't-- but it doesn't take a week," the Weekly Standard writer and Fox News contributor said. "And the problem with that is, they present a signed OF-109, or they present an unsigned OF-109 form - either way it's a problem for Hillary Clinton."
"And it's not just the form," he added. "It's the beginning of a series of cascading questions that she has signaled that she doesn't intend to answer."
