LAKEWOOD, Ohio – A Cleveland area landlord is seeing what it's like living in a building where residents have had to go without their heat, hot water and gas stoves since last month.
A Lakewood Municipal Court judge yesterday put Richard Naumann under house arrest in one of his apartments, meaning he can only go out to work between 8 a.m. and 6 p.m. An electronic ankle bracelet will ensure that the Rocky River resident spends his nights at the building.
Court records show the gas was cut off more than a month ago at two of Naumann's Lakewood properties and that he owes the gas company almost $114,000. His house arrest will continue until the buildings have the necessary services.
