PHILADELPHIA – To catch a Philadelphia municipal judge they suspected of corruption, FBI agents fabricated the identity of a man arrested for illegally carrying an unloaded pistol during a 2012 traffic stop.
That's according to court documents in Judge Joseph Waters Jr.'s guilty plea last week to federal mail and wire fraud charges.
The Philadelphia Inquirer reports that an unnamed campaign donor asked Waters to help the defendant, David Khoury, who he described as a cousin of a business associate.
Waters then called a fellow judge who was scheduled to hear the case. According to Waters' plea document, he identified Khoury as a friend and asked Judge Dawn Segal to help him.
The Inquirer reports that prosecutors and defense lawyers who worked briefly on Khoury's case in 2012 weren't in on the secret.
